The series is based on the 2015–2019 comic book series of the same name written by Brian K. Vaughan and illustrated by Cliff Chiang.

Amazon Studios put the project in development with a series commitment on July 11, 2019, with Brian K. Vaughan executive producing under his overall deal with Legendary Entertainment.

Stephany Folsom was announced as the series writer and executive producer alongside Vaughan, but she exited the series on July 31, 2021, before it premiered.

The project was officially greenlit to series on July 23, 2020, with comic artist Cliff Chiang joining as an executive producer alongside Christopher Cantwell and Christopher C. Rogers.

The four lead actresses, Sofia Rosinsky, Camryn Jones, Riley Lai Nelet, and Fina Strazza, were all cast together on April 26, 2021.

Filming was originally scheduled to begin on March 1, 2021 in Chicago, Illinois, but was pushed back to May 17, 2021, and wrapped on October 1, 2021.

On May 28, 2021, filming took place in and around the Joliet police station in Illinois.

Despite receiving generally favorable reviews (87% on Rotten Tomatoes and a Metacritic score of 70), Amazon Prime Video canceled the series after just one season on September 9, 2022, with Legendary Television shopping it around to other networks.
