The revival was originally pitched to Miranda Cosgrove by Nickelodeon executive Paula Kaplan as a show about Carly and Spencer running a Hype House-like content house with new influencers, aimed at kids like other revivals such as Raven's Home and Girl Meets World.

Cosgrove pushed back on the kid-focused pitch and instead requested the revival be aimed at the adults who grew up watching the original, which ViacomCBS and AwesomenessTV agreed to immediately, unlike Disney+'s shelved Lizzie McGuire revival which faced resistance for similar creative direction.

Cosgrove personally contacted Jerry Trainor, Nathan Kress, and Jennette McCurdy about returning for the project; Trainor and Kress agreed, but McCurdy declined.

Jennette McCurdy publicly confirmed she would not reprise her role as Sam Puckett because she had quit acting and felt embarrassed by her past career.

Co-showrunner Jay Kogen left the project in February 2021 due to 'creative differences' with Cosgrove, though he retained a writing credit alongside Ali Schouten for the first episode, 'iStart Over.'
