The series was announced in June 2022 by Apple TV+, with production beginning in London starring Peter Capaldi and Cush Jumbo, and Paul Rutman credited as writer while Jim Loach and Shaun James Grant served as directors.

Additional casting for the first series was revealed in August 2022.

A second series was reported to be in development as early as February 2024, shortly after the first series premiered, with an official renewal announced on 22 August of that year.

Filming for the second series took place at Wharf Studios in London for soundstage work, combined with central London location shooting, with the shoot lasting 22 weeks and wrapping on 20 June 2025.

On 28 January 2026, five new cast members joined the second series: Dustin Demri-Burns, Luke Pasqualino, Luther Ford, Lyndsey Marshal, and Peter Sullivan.
