The series is based on the 2021 book The Lockerbie Bombing: A Father's Search for Justice, written by Jim Swire and Peter Biddulph, with the adaptation for screen written by David Harrower.

Development of the series was first reported in February 2022, well before filming or casting details emerged.

Colin Firth was reported to be cast as Dr Jim Swire in January 2024, and the real Jim Swire approved of Firth's portrayal of him.

Colin Firth told the New York Times that in the decades since the bombing, 'fewer and fewer people cared, or even knew about, the disaster,' reflecting part of his motivation for taking the role.

Filming took place in Scotland in February 2024, including in the Friars Brae area of Linlithgow.

Additional filming locations included Pyramids Studios in Bathgate, Bathgate town centre and its surrounding areas, as well as Forthside near Stirling.

The series holds a 78% 'Fresh' rating on Rotten Tomatoes based on 19 reviews, with an average score of 6.9/10.

Despite generally positive reviews, the series faced criticism from some reviewers and from families of the victims, who accused it of capitalising on the real-life tragedy.

The series won Best Scripted Series at the 2025 British Academy Scotland Awards, with Catherine McCormack nominated for Best Actress and David Harrower nominated for Best Writer; Colin Firth was also nominated for Leading Actor at the British Academy Television Awards.
