The eight-part series was commissioned in February 2024, created and led-written by Stephen Butchard, with Robbie O'Neill writing further episodes and Andy Harries of Left Bank Pictures serving as executive producer.

Sean Bean was confirmed in the lead role in May 2024, alongside co-stars James Nelson-Joyce, Hannah Onslow, Jack McMullen, Julie Graham, Laura Aikman, Saoirse-Monica Jackson and Darci Shaw.

Filming took place in Liverpool and Spain, with production underway by May 2024; filming for the second series began in October 2025.

After premiering on BBC One and BBC iPlayer on 23 March 2025, the show was renewed for a second series in May 2025 and began streaming in the United States on AMC+ on 5 March 2026.
