The series is based on a screenplay by actor Lee Seong-min; this screenplay was one of the winning works at the 2016 KBS TV Drama Mini Series Contest alongside 'My Fair Lady' and 'Two Cops'.

According to an interview with Hwang Ui-kyung, Head of the KBS Drama Operations Team, the project is a mystery-police drama that was selected in the competition by beating five-to-one odds, and unlike tvN's 'Signal' series, it aims to address the pain of crime victims in a way that all sections of the population can empathize with.

The series received final approval as the next project to air following 'Kim Kwa-jang (Mr. Kim)', KBS's only workplace comedy series.
