The series is an animated prequel to the live-action Sabrina the Teenage Witch sitcom, depicting Sabrina as younger than in previous incarnations.

Sabrina had previously appeared in animated form on The Archie Show (produced by Filmation), but the popularity of the live-action sitcom formed the basis for greenlighting this new animated spin-off.

The series was developed by Savage Steve Holland and Kat Likkel, with Holland serving as showrunner and executive producer, giving the show some of the irreverent comedic style seen in his earlier series Eek! The Cat.

Sabrina was voiced by Emily Hart, the real-life younger sister of Melissa Joan Hart, who had previously played Sabrina's cousin Amanda in several episodes of the live-action sitcom.

Melissa Joan Hart, star of the live-action Sabrina the Teenage Witch, served as a producer on the animated series and voiced both of Sabrina's aunts, Hilda and Zelda.

Nick Bakay is the only cast member to reprise his role from the 1996 live-action Sabrina the Teenage Witch series, continuing to voice Salem Saberhagen.

The series featured celebrity voice cameos from Downtown Julie Brown, Mr. T, Long John Baldry, and 'Weird Al' Yankovic, the latter appearing in only one episode.

The theme music for the series was performed by the Irish girl group B*Witched.

DIC Entertainment announced a spin-off series in November 2000 titled Salem, focused on the cat character trying to become a warlock again through good deeds, but the planned 52-episode series was apparently abandoned the day after its announcement and never aired.

A comic book spin-off published by Archie Comics tied its plot to the animated series by establishing that the villain Repulsa the Goblin Queen had sent Sabrina back in time to relive her pre-teen years, explaining the younger depiction of the character.
