The project began as a 'put pilot' commitment at ABC announced on October 24, 2017, after multiple networks had shown interest in the concept.

The pilot was written by David Hemingson, who was expected to executive produce alongside Bill Lawrence and Jeff Ingold, with production handled by Doozer and Warner Bros. Television.

Star Scott Foley also served as a producer on the series from its earliest put pilot stage.

Josh Hopkins joined the cast as a series regular after originally appearing only as a guest star in the pilot episode.

Scott Foley's real-life wife, Marika Domińczyk, was cast in a recurring role announced in January 2019.

Peter Atencio was announced as the pilot's director and an executive producer on February 16, 2018.

After ABC cancelled the show, its distributor Warner Bros. Television said it planned to shop the series to other networks, sparking a social media campaign to save it that Deadline Hollywood compared to the one that saved NBC's Timeless.

Delayed viewership for the final two episodes rose noticeably, and the season finale's live ratings were boosted by a lead-in from the ABC special Live in Front of a Studio Audience, prompting ABC to briefly 're-evaluate' a renewal before confirming the cancellation would stand.
