The series was originally titled Courthouse when CBS gave it a pilot order on January 31, 2019, before being renamed All Rise ahead of its series order in May 2019.

All Rise was canceled by CBS in May 2021 after two seasons, but was picked up a few months later by the Oprah Winfrey Network (OWN) for a third and final season, which premiered June 7, 2022.

Amid the COVID-19 pandemic in 2020, the production created an all-virtual episode in which the cast filmed from their own homes using FaceTime, WebEx, and Zoom, with visual effects later used to replace the interiors of their real homes with those of their characters' homes.

Christian Keyes took over the recurring role of Robin Taylor in season 3, a part originally played by Todd Williams in the earlier seasons.

In August 2020, five writers left the show after clashing with showrunner Greg Spottiswood over how race and gender were being depicted; an HR review initially kept him on with a corporate coach, but Warner Bros. Television ultimately fired him in March 2021 due to misconduct allegations.

Rotten Tomatoes gave the series a 56% approval rating based on 16 reviews, while Metacritic scored it 62 out of 100 based on 10 critics, indicating generally favorable reviews.

During its first eight episodes, All Rise was the highest-rated freshman program of the 2019–20 television season, averaging 7 million viewers a week in Nielsen's Live-plus-three day viewership.
