Kaizoku Sentai Gokaiger was created to commemorate the 35th series in the Super Sentai franchise, and its main feature is a crossover with the previous 34 seasons, creating a cohesive shared universe in which the Gokaigers can transform into former Super Sentai warriors.

Because the series also features Gorenger and Jakker, whose original creator was Shotaro Ishinomori, the series is officially co-authored by Saburo Yatsude and Shotaro Ishinomori.

The concept of double transformation into former heroes is almost identical to that from Kamen Rider Decade in 2009, but due to the significantly larger number of characters involved, some creators considered this task extremely difficult.

Producer Takaaki Utsunomiya explained that the name "Gokaiger" comes from the word "gōkai" (magnificence, generosity), and he himself admitted he was embarrassed by such simple naming, similar to the case of the villains Zangyack, whose name comes from the word "zangyaku" (cruelty).

Due to a production halt caused by the earthquake in Japan in 2011 (the Great East Japan Earthquake), the filming schedule was delayed, resulting in shooting continuing until February 2012, just before the broadcast of the final episode, which meant that no traditional V-Cinema film was produced, as is usually done after the end of a series broadcast.

The stunt actor playing Gokai Red, Hirofumi Fukuzawa, drew inspiration from the film "Prince of Persia: The Sands of Time" when creating the character's action choreography; he originally planned a gesture of flicking off a cigarette in the finishing pose, but it was rejected as inappropriate for a children's program and replaced with a gesture of adjusting the collar.

Head screenwriter Toshiki Inoue set as a condition for his involvement in episode 28 the appearance of the character Gai (Black Condor) from Jetman, and actor Toshihide Wakamatsu received the offer to play this role directly from Inoue.

In the scene where Gai strikes Joe, the creators originally wanted to change the target to Hakase, but Inoue insisted that Gai is the strongest warrior in the history of the series and should strike the strongest opponent, because striking the weaker Hakase would be a display of bullying the weak.

Actor Wakamatsu, who played Gai, after reading the script with the word "Cross Changer" being uttered during the transformation, believed that Inoue was not entirely satisfied with this matter, so he proposed on set that the transformation should take place without any call.

The "Ranger Key Series" toy line achieved a total sales of over 20 million units in the first half of 2012, establishing a record in the history of the Super Sentai series, and the total toy sales for the series reached 13 billion yen, surpassing the result of Engine Sentai Go-onger.

The miniature battle scenes featuring the Gokai Galleon ship pay homage (are a tribute) to the film "Message from Space" (Uchū kara no Message), and the background (horizon) for these scenes was created by the same artist, Nichiroku Shimakura, as in that film.

Many scenes featuring the character Sosuke Esumi (Go-on Red) and Gaia were improvised by actors Yasuhisa Furuhara and Junya Ikeda, who had previously collaborated on another production.

Originally, it was planned to introduce the character of the granddaughter of Commander Sokichi Edogawa from the first Gorenger series as a guide explaining the legendary warriors, but the idea was rejected because the character could dominate the plot, and her role was ultimately taken over by the Earth-bound hero Gai.
