Amazon won the broadcast rights of the series in a competition between six different companies and gave a direct greenlight to the first season with an eight-episode budget of 70 million dollars alongside Mad Men creator Matthew Weiner.

The series was initially co-produced with The Weinstein Company, but after sexual harassment allegations against Harvey Weinstein emerged, Amazon ended its relationship with the company in October 2017.

The filming of the series took place in Constanța, Romania between March 14-18, 2018.

The series featured a large cast that varied from episode to episode; John Slattery, JJ Feild, Louise Bourgoin, Aaron Eckhart and Diane Lane played roles in more than one episode.

It was announced between August and October 2017 that names such as Isabelle Huppert, Christina Hendricks, Jack Huston, Amanda Peet, Marthe Keller, Corey Stoll, Andrew Rannells and Paul Reiser joined the cast.

The official premiere of the series took place on November 15, 2018 at the Los Angeles County Museum of Art; however, the red carpet ceremony before the premiere was cancelled out of respect for the victims of the Woolsey Fire.

The series received mixed reviews; on Rotten Tomatoes it had a 48% approval rating based on 64 critics and an average score of 5.8/10, while on Metacritic it scored 56 out of 100 according to 25 critics.

Despite mixed reviews, the series received nominations for various awards in the categories of production, sound engineering and costume design. In July 2019, Amazon announced that there were no plans for a second season.
