Time Squad was created by Dave Wasson, known for animating shorts for Nickelodeon's Oh Yeah! Cartoons, work that earned him a Daytime Emmy Award for production design in 1999.

The series was announced at a press conference on February 21, 2001, as part of a $500 million investment granted to Cartoon Network to expand its original programming by 2005, the same package that gave rise to Samurai Jack, Grim & Evil, and Justice League.

According to creator Dave Wasson, the creation process started with knowing what a historical figure really did and then imagining 'the most absurd way it could have gone wrong'.

Time Squad was the first original series from Cartoon Network produced entirely by Cartoon Network Studios, no longer a division of Hanna-Barbera after William Hanna's death in 2001.

The series was the last original Cartoon Network show to premiere during Betty Cohen's tenure, who resigned due to creative differences with Jamie Kellner, then head of Turner Broadcasting System, and was replaced by Jim Samples ten days after the series' premiere.

The soundtrack was composed by Michael Tavera, who later also signed the music for series such as ¡Mucha Lucha!, Lilo & Stitch: The Series, Yin Yang Yo! and The Secret Saturdays.

The character Otto Osworth was compared to Sherman from the series The Adventures of Rocky and Bullwinkle and Friends.

Entertainment Weekly magazine gave the series a B grade, describing it as 'fast and nimble', capable of disguising a history lesson (albeit distorted) for children.
